Ukrainian President, Volodymyr Zelensky, has outlined a five-point peace formula that includes punishing Russia for its “illegal war” against Ukraine, greater civilian protection, and defense support.
The President has also called for the establishment of a special international tribunal to deal with the crimes committed by Russia and for Russia to be removed from the UN's Security Council
The UN Security Council has the authority to impose a no-fly zone under Chapter VII of the UN Charter, which allows the Council to take action to maintain or restore international peace and security.
